The "xmp-vgmstream.dll" can be deleted, because the in "_vgmstream.dll" is a winamp plugin doing the same thing, but has a couple of options. It's probably no problem, but also avoids having two entries for the essential same plugin in XMPlay.
In my experiences it works even if the .dll are in a "plugins"-subfolder like all my other plugins. (Same for skins, soundfonts and visuals by the way.) No need to mess up the root folder.
