Extra ToolsAdds support for playing .ofr files to XMPlay. The package now includes "OptimFROG.dll", which was missing on some systems.

Plugin is outdated.
Doesn't support files created with lates version of OptimFrog (v5.100)
I'll try to use winamp plugin:

You can achieve compatibility with files prepped with the newest encoder (experimental, not backwards-compatible compression introduced) just by replacing the optimfrog.dll provided in the package, with that used in the newest release (at least for the time being).

Same here, when I installed the dll in the xmplay directory I got the same dialog box warning:
xmplay.exe - Unable To Locate Component
"This application has failed to start because OptimFROG.dll was not found. Re-installing the application may fix this problem."

when i installed this plugin i've got an error that 'optimfrog.dll was not found'..
it will be nice if anyone describe what is that dll that is missing :)
